The Secretariat is a functional body of the UCMSR responsible for the daily operation and liaison activities of the Consortium.

The Secretariat is further responsible for the Consortium's daily operation and management, including drafting relevant documents, scheduling and planning for and on behalf of the Consortium, financial management, logistics and publicity, etc.

The Secretariat is responsible for the coordination and provision of necessary information in line with the Consortium's mission and vision statement. Added to this, the UCMSR Secretariat engages in reviewing and monitoring and evaluation exercises to ensure the desired goals of the Consortium have been met accordingly.

Again, the Secretariat offers sound and trusted advice on governance, policy and other administrative issues as well as engorging itself in the identification of nuances associated with issues under consideration.

The Secretariat reports to the Executive Council.
The Secretariat is based at Xiamen University.
